Partnerships

There are two possibilities for partnerships between USP Institutes and other institutions:

  • The Memorandum of Understanding - MOU designates a document which establishes obligations for the involved parties, without the specificity of an Agreement. A work plan is not mandatory for a MOU.
  • The Agreement is a document formalizing the assumption of obligations to all the involved partners, aiming at a common interest from which derives specific targets. A work plan delineates the object, the objectives and the execution, allowing the parties to monitor and account for its development. Agreements fall under the Lei nº 8666/93 (Article 116).

At IAG, the National and International Cooperation Office (CCNI) offers support for academic partnerships without financial terms.

Orientation for Agreements

The first step to establish an Agreement is setting up the Work Plan. The faculty member interested in the Agreement should prepare the Plan together with the partner institution, as well as discuss the template for the contract draft. USP has templates that have been pre-approved by its Attorney's Office (Procuradoria Geral); the partner institution may also submit its template for review by USP's Attorney's Office.

The contract draft must be approved by the competent body accordingly to its object, as defined by IAG's Academic Board.

IAG's CCNI will provide support for the digital procedures, inserting the Agreement information in the corresponding administrative system. This includes: the approved contract, the work plan, and necessary approvals. The provided documentation is then reviewed by USP's Agreement Advisory, under the Rector's Office. After the legal analysis, some Agreements may be redirected to AUSPIN (USP's Innovation Agency) for review.

Once the documentation is approved on all instances, the Agreement will proceed for signature.

IAG's CCNI will then prepare the summary for the contract at Diário Oficial do Estado (São Paulo State Official Gazette) and review the digital registration. The validity of the Agreement starts on the date of the signature.
